CEP testifies before JCEEP on cap and trade, energy efficiency

On October 28-29, CEP testified before the interim Joint Committee on Energy and Environmental Policy of the Kansas leigslature.

The first round of testimony focused on the potential impacts of cap and trade for Kansas. CEP looked at the overwhelming consensus of climate science that climate change is already occurring, the risks must be managed quickly, and that emissions reductions are key to success, and also outlined the substantial benefits of energy efficiency and renewables for Kansas.

The second round of testimony considered the pros and cons of a third party energy efficiency provider for Kansas. CEP examined both sides of the issue, and also pointed out several other necessary energy efficiency policies - performance incentives and savings targets for utilities, enforceable statewide energy building codes for residential and commercial, etc.
